I don't know the history of that particular symbol, but am quite used to using the logical symbol '!' which we refer to as NOT. Alternatively, we can write 'NOT.' I suppose a symbol by any other name would work the same way. We can refer to it as "negation" depending on how we refer to it.

The circle with the line through it is not 'not,' so far as I know; but specifically means 'no.' For example if it is superimposed over the picture of a clown, it means no clowns.

actually, I think the signage people may refer to it as the "international no".

as to whether it can mean "not", I'd say "sort of". In some cases it might be interpreted as "Do Not"; e.g., Do Not Enter! (instead of no entry) or Do Not Touch!! (as opposed to no touching).
