Joaquin upgraded: It’s now a Category 3 hurricane barreling toward the Bahamas. Joaquin could make landfall on the East Coast by this weekend.

Kunduz latest: Afghan troops claimed control of Kunduz, which the Taliban seized this week. But local residents said the militant group still controlled the northern city, but that government forces had made gains. Update: More here

Pot is now legal in Oregon: As The Oregonian puts it: “Starting Thursday, marijuana becomes as accessible as a six-pack of beer for hundreds of thousands of Oregonians.” The state has joined Colorado and Washington as those that allow anyone over 21 to buy marijuana in a marketplace that’s regulated by the state.
